I reached out to Carl, but I did not receive anything back from him. Oddly enough, none of the re-elected Section Managers have gotten back with me except for one saying that he was inundated with emails and would get back to me as soon as he could.
So I had to do this the hard way, and honestly, the only thing that I could find on Carl, was his QRZ bio, so, check it out…

Special appointment by the ARRL President to the Ad Hoc Planning Committee (National Committee Authorized by the ARRL Board in 2002) President of the Southern California DX Club, Chairperson of the International DX Convention, base Mars Director, Amateur Radio Instructor, VE ARRL, W5YI, scoutmaster, Arrowhead Council scoutmaster training coordinator, Indian guides/princesses YMCA nation chief. One of the promotors of Amateur Radio Expo (promotes the hobby and youth involvement in Amateur Radio). Instructor for the ARRL EC001 course.

Retired 25 yrs US Air Force, Missile Facilities R&D, and retired UC Irvine. I have a B.A.degree in Business Management from University of Redlands and certificates from UC Riverside in Facility Management and Educational Facilities.
I was hoping to have some more information for yall about these new section managers, but alas I have not been able to find much. Today’s post was originaly planned to be on the Arkansas Section Manager, but I could not find ANY information about him and his QRZ bio just said to qso via LOTW or SASE envelope.
